Regrettably, yes, HiMERU is playing. More out of suspicion of any possible penalty for non-participants rather than any real interest, to be sure. HiMERU has to write letters as well, but they seem like simple enough tasks. He isn't concerned.
( HiMERU is playing because there might be something ill in store for people who don't, Arashi is playing because she didn't really like the vibe that cryptic message had, and Yodaka is playing because he wants to return the stars to the sky. They've got all the bases covered in this house, everyone else go home. )
